विषय:- उ0प्र0 में मुसलमानों की स्थिति पर सांसदों, केन्द्रीय मंत्रियों, जनप्रतिनिधियों, नौकरशाहों एवं बुद्धिजीवियों के साथ मंत्रणा एवं परामर्श कार्यक्रम में आपकी भागीदारी एवं सहयोग के सम्बंध में।
महोदय,
मानवाधिकार जननिगरानी समिति/जनमि़त्र न्यास एक गैर राजनैतिक एवं अलाभकारी जनसंगठन है जो कि उत्तर प्रदेश व देश के अन्य राज्यों में मानवाधिकार हनन, जातीय व साम्प्रदायिक उत्पीड़न तथा समाज में अति दबे कुचले व हाशियें पर खडे लोगों के अधिकारों के मुद्दे पर विगत डेढ़ दशक से संधर्षरत व प्रयत्नशील है। वर्तमान में संगठन यूरोपियन यूनियन के साथ मिलकर उत्तर प्रदेश के चार अति संवेदनशीन शहर-अलीगढ़, मेरठ, मुरादाबाद तथा वाराणसी व प्रदेश अन्य नगरों में मुस्लिमों पर बढ़ते पुलिसियां अत्याचार धार्मिक व जातीय दंगे से प्रभावित अल्पसंख्यक तथा भारत में जमीनी मानवाधिकार संगठनों के मजबूतीकरण के मुद्दे पर कार्य कर रही है। इसके अलावा संगठन समाज में व्याप्त यातना व हिंसा की संस्कृति एवं चुप्पी को तोडने के मुद्दे पर डेनमार्क की संस्था रिहैबलिटेशन सेन्टर फार टार्चर विक्टिमस् (RCT) के साथ मिलकर यातना से पीड़ित लोगों को मनोवैज्ञानिक पद्धति स्टीमोनियल थैरेपीश् के माध्यम से मनोसामाजिक सहायता एवं सम्बल प्रदान कर रही है। यातना व संगठित हिंसा में प्रभावित लोगों की चुप्पी तोड़ने व समाज में यातना के खिलाफ आवाज उठाने की प्रक्रिया में श्टेस्टीमोनियल थैरेपीश् के माध्यम से मुहिम चलाया जा रहा हैं। जिससें बडे पैमाने पर यातना से पीड़ित लोग अपनी चुप्पी को तोडते हुए न्याय व अधिकार के लिये अपनी आवाज शासन, प्रशासन व सरकार के सामने उठा रहें हैं।
उ0प्र0 के परिपेक्ष्य में अल्पसंख्यक मुसलमानों की सामाजिक, आर्थिक, राजनीतिक, स्थिति पर केन्द्र सरकार द्वारा करायी गयी जाॅच व सर्वेक्षण-सच्चर कमेटी एवं जस्टिस रंगनाथ मिश्र की सिफारिशों के आधार पर मुसलमानों के विकास के लिए तय बिन्दुओं पर केन्द्र एवं राज्य सरकार द्वारा किये गये प्रयास के आइने में विभिन्न विषयों एवं मुद्दों पर क्या प्रभावी कदम उठाये जाये। इस दिशा में संस्था विभिन्न केन्द्रीय मंत्रियों, वरिष्ठ जनप्रतिनिधियों, प्रशासनिक अफसरों के साथ मंत्रणा एवं परामर्श बैठक करना चाहती है।
संस्था का यह प्रयास है कि यातना, संगठित हिंसा व साम्प्रदायिक घटनाओं में प्रभावित पीड़ितों दबे-कुचले लोगों की आवाज हमारे सभी सांसदो, केन्द्रीय एवं राज्य मंत्रियों, वरिष्ठ जनप्रतिनिधियों, बडे नौकरशाहों तक पहुँचायी जाये। इन तमाम बिन्दुओं पर उक्त तमाम गणमान्य व्यक्तियों को वर्तमान वस्तु स्थिति से अवगत कराया जाये और शासन-प्रशासन तथा सरकार को यातना, संगठित हिंसा जैसे अहम विषय एवं मुद्दे पर अधिक सजग, जवाबदेह तथा संवेदनशील बनाते हुए साम्प्रदायिक एवं जातिय यातनारोधी कानून पर गम्भीरता से विचार विमर्श किया जाए ताकि नीति निर्माण स्तर पर आम जन के हक़ में आमूलचूल परिवर्तन किया जा सकें।
अतः संस्था कार्यक्रम की इसी कडी में नई दिल्ली में सांसदों, केन्द्रीय एवं राज्य मंत्रीयों, वरिष्ठ जनप्रतिनिधियों व प्रशासनिक अफसरशाहों के साथ उ0प्र0 में मुसलमानों की स्थिति पर एक मंत्रणा एवं परामर्श बैठक कार्यक्रम का आयोजन करना चाहती हैं। जिसमें संस्था आपके मूल्यावान व अतुलनीय सहयोग एवं भागीदारी की आंकाक्षी हैं।
कृप्या आप अपना बहुमूल्य विचार देने की कृपा करें, जिससे हम इस कार्यक्रम की रुपरेखा तैयार कर कार्यक्रम दिसम्बर, 2012 के दौरान नई दिल्ली में आयोजित कर सकें।

Sub: For your participation and support in the discussion and symposium
programme upon the status of Muslims with the MPs, union ministers, public
representatives, bureaucrats and intellectuals
Sir,
People’s Vigilance Committee on Human Rights (PVCHR)/ Jan Mitra Nyas
(JMN) is a non political and non profit organization that in working for the
past 15 years in Uttar Pradesh and other states on human rights violation,
castist and communal exploitation and for those living on the verge in the
society and are suppressed. At present the organization in association with the
European Union is working in four most sensitive districts of Uttar
Pradesh—Aligarh, Meerut, Muradabad and Varanasi against police atrocity upon
Muslims, strengthening of the human rights network at the grassroots level and
for those effected by communal violence.
Apart from this the organization is also working in association with
Denmark based organization rehabilitation centre for torture Victims (RCT) to
help people speak up against violence. PVCHR is providing help to
people/victims through testimonial therapy in psycho-social manner. There is a
campaign being running through testimonial therapy to break the silence on the
violence, atrocity which has helped many to break the silence and raise their
voice before the state and administration for their rights.
What can be the effective steps in Uttar Pradesh for the development of
the Muslims as per the recommendations by the Sachchar and Ranganath committees
reports that was made for a change in the social, economic, political status of
the muslims? The organization wants to hold discussion on the topic with the
MPs, union ministers senior public representatives, state officers.
The organization is making efforts that the voice of those suppressed
and victims of organized violence, torture, communal violence should reach the
MPs, union ministers, state ministers, senior public representatives, and
senior bureaucrats. All the responsible people should get to know all the above
points. Also that state and administration should be made
accountable/answerable on the issue of torture, violence. There is a need to
sensitized them on the issue through thorough thinking and thereafter a policy
be thus derived against castist violence/torture and communal violence.
Therefore, the organization aims to hold a discussion convention on the
issue in New Delhi with MPs. Union ministers, state ministers, senior public
representatives, and state officers in which we seek your valuable support and
participation.
Please let us know your valuable thoughts so that we may prepare the
outline of the programme accordingly to be held in December 2012 in New Delhi.
