NHRC notice to DM and SP, Sitapur, Uttar Pradesh in a case of death in custodial torture


New Delhi, March 15th, 2012
The National Human Rights Commission has issued notices to the District Magistrate and Superintendent of Police, district Sitapur, Uttar Pradesh calling for report into the allegations of merciless beating of two persons in police custody resulting in death of one and serious injuries to the other on the 13th March, 2012.

They have been directed to take appropriate action with regard to the investigation of the case as per the extant guidelines of the Commission and send within eight weeks the inquest report, magisterial inquiry report, post-mortem report along with the report of independent investigation report.

The Commission has also asked the Superintendent of Police to explain as to why he did not inform the Commission about the death in police action within 24 hours as per the NHRC guidelines.

The Commission took cognizance of this complaint lodged on the basis of a media report alleging that the police personnel of Tambour Police Station, District Sitapur, Uttar Pradesh called two persons namely Sartaj and Jabbar for interrogation in connection with a case of murder.

Allegedly, during interrogation both were mercilessly beaten and tortured by the Station Officer and SOG police. Around mid-night they brought severely injured Jabbar to the district hospital who was almost counting his last breath and was declared dead.
