Torture of Isa Azmi: Minority Commission seeks report from UP Police

Varanasi: The National Commission for Minorities has sought report from Director General of Police, Uttar Pradesh on the harassment and torture of Varanasi youths Isa Azmi and Azhar Abbas by local policemen. The youths were brutally beaten by the cops on a minor scuffle between them and a shopkeer on 17th May 2011 and the police had even threatened to implicate them in terror cases.
Acting on the complaint from Dr Lenin Raghuvanshi, Secretary General, People’s Vigilance Committee on Human Rights (PVCHR), the National Commission for Minorities on 13th June 2011 wrote a letter to DGP, Uttar Pradesh and sought report on the complaint within 21 days.
The incident took place on Tuesday 17th May when Mohammad Isa Azmi, BA (2nd Year) student of Banaras Hindu University, was returning along with his classmate and local youth Azhar Abbas from a coaching centre in the city. Their bike hit the bike of a shopkeeper near Nadesar police outpost. Though there was no damage to his bike, the shopkeeper made it a big issue, called the local police. The police came and without going into detail they beat up the youth, took them to the police outpost and again beat them there.

UP cleaner deaths: NHRC issues notice to state chief secy
The National Human Rights Commission (NHRC) has issued notices to the UP Chief Secretary and the Lucknow Municipal Commissioner, asking for a detailed report within four weeks on the incident in which two young men were killed here after inhaling poisonous gases while cleaning an underground drain.
The youths were sent to clean the drains without face masks or any other safety equipment.
The commission has stated that in case of default, it would proceed to take such action as it deemed proper.
The commission took action on a complaint by Mohan Lal Panda, Advisor of People's Vigilance Committee on Human Rights. The complaint drew attention of the commission to the news report in The Indian Express on Friday, which stated that two men, Asgar Ali and Mahboob Ali, died in Lucknow when they were sent down to clean an underground drain without proper equipment. The incident took place on Thursday in front of the residence of PWD Minister Naseemuddin Siddiqui on Vikramditya Marg, a VIP area, and less than a kilometre from the Chief Minister's residence.

विषय:- 24/25 अप्रैल 2011 को मेरठ में साम्प्रदायिक दंगे के दौरान मो0 ईनाम के घर में हुए जानलेवा हमले तथा आगजनी के सम्बन्ध में।
महोदय,
लेख है कि 24/25 अप्रैल 2011 को मेरठ में हिन्दु और मुस्लिम समुदाय में साम्प्रदायिक दंगा हुआ। काजीपुर (मेरठ) में चार-पाँच गुर्जर युवको ने शराब पीने के दौरान पास की मस्जिद के ईमाम से पानी मांगा। पानी नही देने पर उन युवकों ने ईमाम की पिटायी कर दी। ईमाम साहब की तरफ से लोहिया नगर, बिजली बम्बा चैकी पर मामले पर शिकायत की गयी। पुलिस मामले पर आपसी सुलह कराने की कोशिश कर रही थी। इसी बीच कुछ साम्प्रदायिक तत्वों ने अफवाह उड़ा दिया कि मस्जिद से कुरान निकाल कर हिन्दुओं ने जला दिया है। परिणामतः 1200-1500 की भीड़ ने बिजली बम्बा चैकी को घेर लिया। पुलिस के अनुसार आक्रोशित भीड़ ने पुलिस चैकी पर हमला कर दिया तथा चैकी में तोड़-फोड़ व आगजनी की। पुलिस ने आत्मरक्षा में गोलियां चलायी, जिसमें नूर मुहम्मद नाम के व्यक्ति को गोली लगी। वही घटना के कुछ देर बाद ही कुछ असमाजिक तत्वो ने पुलिस के सहयोग से दूसरे वर्ग पर हमला कर दिया। परिणामतः शहर में साम्प्रदायिक दंगा फैल गया। स्थानीय प्रशासन घटना पर नियन्त्रण नही कर पाया जिससे माहौल और अधिक खराब हो गया।
शास्त्री नगर कालोनी में हिन्दु और मुसलमान दोनों ही धर्मो के लोग साथ में रहते है। जिसमें हिन्दुओं की संख्या अधिक है। 25 अप्रैल 2011 को रात में 12:45 के आस-पास 40-50 हिन्दु दंगाइयों ने मुस्लिम घरों पर हमला कर दिया। अधिकतर लोगों के मकान अन्दर से बन्द थे। दंगाइयों ने उन मकानों पर बाहर से ही तोड़-फोड़ की। मकान नं0-593/13 में रहने वाले मो0 ईनाम पुत्र नसीर अहमद उस समय शहर के हालात पर बगल के मकान के बरामदे में बैठकर चर्चा कर रहे थे। दंगाई 'हर-हर महादेव' कहते उस घर की तरफ आ रहे थे। बचने के लिए ईनाम उसी घर में अन्दर चले गये। मो0 ईनाम घर से बाहर थे इसलिए घर का दरवाजा खुला रह गया। दंगाई उनके घर में घुस गये। घर के अन्दर के कीमती सामान सोना, कम्प्युटर, लेपटाप आदि को लुट लिया गया तथा तोड़-फोड़ की गयी। घर की महिलाओं ने इसका विरोध किया तो उनके साथ हाथापाई की गयी। दंगाई अपने साथ पेट्रोल और मिट्टी का तेल लिये थे, उन्होंने सारे घर में तेल छीड़कर कर आग लगा दी। मकान के गैराज में खड़ी कार के शीशे फोड़कर कार और मोटर साइकल में आग लगा दी। पुलिस वहाँ पर पहुँची तो, दंगाई भाग गये। कुछ स्थानीय साहसी युवकों (हिन्दु और मुसलमान) ने पहले और कुछ समय बाद पुलिस व फायर विग्रेड़ ने आग पर काबु पाया और घर के अन्दर आग में फसे लोगों को बाहर निकाला। मो0 ईनाम के घर में उनकी पत्नी साइस्ता, बेटा अमान (पाँच वर्ष), बेटी आकिफाह (खुशी) ड़ेढ़ वर्ष, भाँजा की बहु फरजाना, उसकी बेटी आसिका (12 दिन), रिश्तेदार सबा और शाहिदा (40 वर्ष) फंसे हुए थे।
आग से ईनाम के घर के सदस्य झुलस गये थे, जिसमें मो0 ईनाम की ड़ेढ़ वर्षी पुत्री आकिफाह तथा बीबी साइस्ता बुरी तरह जल गये थे। मो0 ईनाम की कार, मोटर साइकल तथा घर में रखा अन्य सामान नही बचाया जा सकता। आग लगने मो0 ईनाम के अलावा मकान मालिक इन्तखाब आलम का भी काफी नुकसान हुआ।
सरकारी अस्पताल में प्राथमिक ईलाज के बाद ड़ेढ़ वर्षीय आकिफाह को 40 प्रतिशत जली होने के कारण दिल्ली रेफर कर दिया गया। मो0 ईनाम के घर में रखें पैसे पहले ही लुट लिये गये थे। ऐसे में उनकी आर्थिक व मानसिक स्थिति काफी खराब थी। किसी भी तरह रिश्तेदारों से कर्ज लेकर वो बच्ची का ईलाज करा रहे है।
महोदय आपका ध्यान इस तथ्य की ओर आकृष्ट करना चाहुँगा कि मो0 ईनाम एक प्रगतिशील विचार धारा के मुसलमान है, जिसने हमेशा ही धर्म के आधार पर इंसानों में भेदभाव को सिरे से खारिज किया है। यही कारण है कि वह हमेशा ही किराये के मकानो मे हिन्दु बाहुल्य मुहल्लों में रहे है। काजीपुर में घटना के बाद उनके कुछ रिश्तेदारों ने सलाह दिया कि परिवार के साथ मुस्लिम बाहुल्य इलाके में चले जाओं। परन्तु मो0 ईनाम ने यह कहते हुए कि यहाँ पर सभी पढ़े-लिखे और बुद्धिजीवी लोग है, रिश्तेदारों की सलाह को खारिज कर दिया।
घटना के पश्चात् 'मानवाधिकार जन निगरानी समिति' से बातचीत में वो कहते है कि 'यह सब सियासी और साम्प्रदायिकता फैलाने वाले लोगों का कृत्य है। देश के संविधान पर मुझे पुरा भरोसा है कि न्याय अवश्य मिलेगा।' घटना के पश्चात् स्थानीय प्रशासन से मो0 ईनाम की कोई मदद नही मिली है तथा दोषियों के खिलाफ अभी भी कोई कार्यवाही नही की जा रही है। जिलाधिकारी के यहाँ मो0 ईनाम द्वारा आर्थिक सहायता हेतु दिये प्रार्थना पत्र पर तहसीलदार द्वारा यह रिपोर्ट लगा दी गयी कि यह दैवीय आपदा नही है, अतः कोई सहायता नही दी जा सकती।
मो0 ईनाम बच्ची का ईलाज दिल्ली के सफदरगंज अस्पताल में करा रहे है। साम्प्रदायिक हिंसा का शिकार मो0 ईनाम का परिवार रोजमर्रा की दैनिक जरुरतों के लिए संघर्षरत है, परन्तु उनकी सबसे बड़ी चिन्ता ड़ेढ़ वर्षीय आकफाह (खुशी) को लेकर है। आकफाह (खुशी) के शरीर के जले हुए भाग की सर्जरी करानी पड़ेगी। सफदरगंज अस्पताल के अनुसार सर्जरी में 2.50 लाख-3.00 लाख तक का खर्च आयेगा।
